Ukraine's Yanukovich shrugs off criticism of election

KIEV (Reuters) - Ukrainian President Viktor Yanukovich shrugged off international criticism on Tuesday of an election which showed his party on a winning course, while opposition nationalists alleged vote-rigging and threatened possible street protests.

With the count from Sunday's vote nearing its end, Yanukovich's Party of the Regions and its communist allies were set to retain a comfortable majority in the 450-seat parliament to cement his grip before he seeks a second term in 2015.

The Organisation for Security and Cooperation in Europe, which sent 600 observers, called the election a "step backward" for Ukraine's democracy. It said state resources were misused to support the ruling party and media were biased, and noted that Yanukovich's main rival, ex-prime minister Yulia Tymoshenko, is in jail. It did not however criticize the voting itself.

"The observers gave a positive assessment to the process of voting," Yanukovich said in a statement that ignored the OSCE's critical comments about the election campaign.

U.S. Secretary of State Hillary Clinton backed the OSCE criticism and called on Yanukovich to free Tymoshenko.

"We share the view of OSCE monitors that Sunday election constituted a step backward for Ukrainian democracy," Clinton said, adding that "politically motivated convictions" of opposition leaders like Tymoshenko had kept them from standing.

Tymoshenko has announced a hunger strike in protest against what she called electoral fraud. Her party has yet to make a statement on results that show it placing second and losing about a third of its parliamentary representation.

The election will bring two other opposition parties into parliament for the first time, making the fractious body even rowdier - a liberal bloc led by world heavyweight boxing champion Vitaly Klitschko, and a far right group. Each looked set to secure about 35-40 seats, enough to make them viable fixtures on Ukraine's political scene.

The communists invoked Ukraine's pre-World War Two past to condemn the arrival of the far-right Svoboda (Freedom) party, whose showing was surprisingly strong.

Since coming to power in February 2010, Yanukovich, whose power base lies in the Russian-speaking areas of the east and south, has pressed ahead with policies which opponents say favor the big business industrialists who back him.

The former Soviet republic of 46 million has become increasingly isolated because of the jailing of Tymoshenko, with the European Union refusing to settle a major free trade pact.

COST OF PROMISES

Corruption is a big concern in Ukraine and many ordinary Ukrainians suffer economic hardship. Voters were frustrated with the performance of the established political parties.

Even in areas that traditionally support the Party of the Regions, some voters said they were disillusioned by government policies on tax and pensions. But public sector wage increases, welfare handouts and promises to boost the status of the Russian language appeared to have won over many waverers.

Those election-driven economic policies have had a cost. The state budget deficit reached almost $1 billion in September and the hryvnia slipped to an eight-week low on Tuesday as people expect depreciation after the vote.

Half of seats are allocated to candidates who win the most votes in individual constituencies, and half to parties by proportional representation. With 87 percent of votes counted, figures from the Central Electoral Commission showed the Regions had won 117 constituency seats and 75 from party lists.

Though this was short of the outright 226-seat majority, the Regions should easily make up the shortfall by cutting deals with their traditional communist allies, who placed third in the party list tally, and independents.

Tymoshenko, 51, is serving a seven-year jail sentence for abuse of office over a gas deal she brokered with Russia in 2009 when she was prime minister. She is an old enemy of Yanukovich's going back to 2004 when she led the "Orange Revolution" protests which doomed his first bid for the presidency.

The leadership of her Batkivshchyna (Fatherland) bloc has yet to make a declaration on the election. The count showed it with an estimated 103 seats, down from 156 at the last election.

The Ukrainian nationalist Svoboda party, which is allied to other far-right groups in Europe, said votes had been stolen from its candidates and its leader threatened street action alongside Batkivshchyna and other opposition groups.

"We have evidence of large-scale theft of votes from Svoboda," leader Oleh Tyahnybok told journalists, saying that 3 percent of Svoboda's vote in the party lists and 4 seats in the single-mandate constituencies had been "stolen" from it.

"We have agreed with our partners Batkivshchyna that if there is any call for people to turn out on the streets in mass demonstrations then we will do this only together," he said.

Communist leader Petro Symonenko called Svoboda's arrival in parliament "a tragedy for Ukraine", harking to European fascism: "I refer you to the history of the 1920s and 1930s."

Piedmont blues musician John Dee Holeman will perform at the N.C. Museum of History in Raleigh on Sunday, Nov. 11, at 3 p.m. Admission is free. (George Higgs, who was originally scheduled to perform, cancelled due to illness.)

Holeman is recognized as one of the Piedmont?s most gifted traditional bluesmen and is a N.C. Heritage Award winner. Born in Orange County in 1929, he grew up on a small farm and began playing the blues at age 14. The bluesman has performed at the National Folk Festival and Carnegie Hall, and he has conducted multiple overseas tours ? many of which were sponsored by the U.S. State Department ? in Thailand, Africa, Singapore and Turkey. Now in his 80s, Holeman continues to perform regularly throughout North Carolina.

Though he never met musician Blind Boy Fuller, Holeman credits Fuller with teaching him to play guitar. He says he learned to play by listening to Fuller?s records and by playing with musicians whom Fuller had mentored. Holeman uses both the Piedmont and Texas guitar styles, and he currently works with the Hillsborough-based Music Maker Relief Foundation, which released his album You Got To Lose, You Can?t Win All The Time in 2008.

The Nov. 11 performance, part of the museum?s Music of the Carolinas series, is presented with PineCone, with support from the N.C. Museum of History Associates, Williams Mullen and WLHC-FM/WLQC-FM.

(AP) ? Convicted D.C. sniper Lee Boyd Malvo said in a television interview that aired Thursday that he was sexually abused by John Allen Muhammad, his adult accomplice in shootings that terrorized the Washington area 10 years ago.

Malvo also said there are still unidentified victims from the pair's shooting spree and that he contacted the families of some of those victims.

"Without anyone contacting me two and a half years ago, I reached out and I did that," Malvo said in an interview with NBC's Matt Lauer that was aired on the "Today" show. "In five different instances in different states. But there was a point in time where psychologically, I couldn't handle it."

Lauer told viewers the telephone interview was taped Wednesday and lasted about 40 minutes.

Malvo's accomplice, Muhammad, was executed by lethal injection in 2009. Malvo is serving a life sentence at a prison in Virginia. The pair were linked to 27 shootings across the country, including 10 fatal attacks in the Washington area.

"For the entire period when I was almost 15 until I got arrested, I was sexually abused by John Muhammad," Malvo said in the interview.

Malvo also said he was sexually abused by a babysitter at age 5 and later by relatives when he was around 8 or 9.

Malvo said he knew the killings were wrong but couldn't do anything to stop them because he "did not have the willpower to say no." He said he has forgiven himself for the killings.

Lauer said Malvo told a "Today" show producer this is the last time he plans to give an interview about his crimes. He also spoke to The Washington Post for an article that ran in September.

Asked what he wanted to say to the family members of the pair's victims he said, "Please do not allow my actions and the actions of Muhammad to hold you hostage."

Together = officially dating, I mean.

In part, the wearing off of the honeymoon period disappoints me, but the other bit where we start to find out about each other was appreciated too.

It was difficult, or I think impossible, to have your cake and eat it too.

There are bits about Bee that irritates me, there are bigger bits of me that irritates Bee too.

If I'm unhappy over a dispute of views, I ignore Bee till the emotion ebbs.
There was once I think I was accused wrongly by Bee, the cold war lasted 1 week.
Till I initiated conversation.? Or you can say, communication.

Yes, yes, my bad, my bad.? But this is how I deal with it.? I don't like quarrels, then naturally ignoring the other party till my emotion passed is the other way.

There was once, in 1 of our dispute, I said, "You don't understand me."? And Bee replied, "And you don't understand me too."

And it hit me, we know each other for 1.5 years, how to achieve any indepth "understanding" at all?? I got around it, kiss and made?good with Bee, "We're so fresh into the relationship, we need to understand each other more."

So yes, it was universally agreed and we made good.

I'm glad that we're actually simple animals that there shouldn't be lots to discover, yes?

Bee, for now, for not wanting to incurr my temper, would withhold things to tell me.? I'm not sure how long this can last.? But I think we will work around it.? Well, I want to work around it 'cos I want this relationship.

A lasting relationship isn't all about love, it's?90% effort.? And lots of understanding the other party's true character + personality + don't take context out of some words/statements.

Yup, all very easy to say but a mountain to climb to execute.? But I want to work around it, and I'm sure Bee too.

But I'm very appreciative of Bee's patience with me.? I wasn't blamed (so far) when I go into that stint of ignoring.? I'm given a lot of space to be what I want to be.

That's why I always say, it's Bee's (sorta) misfortune to?love me =?I'm very likeable to most people (or charming, to the weaker ones :P), but I'm very unlovable once my pattern is uncovered.

**? I'm guessing it's this very nature that Bee falls for me.? Yes, my dear?? *WIDE GRIN*

Yet, it's Bee's nature and the love to me that I want to make it work.? I'm a quitter, I'm a notorious quitter with human relationships.? I quit friends if I don't like them, or that we're of different frequency, or we can't talk.

I don't care, I just quit them.

I'm with the notion that since?we can't choose our family, we must choose our friends well, to have lesser human relationship issues in life.? This is why I've never had friends' back-stabbing issues since young = I've few friends and I mostly have guy friends.

Women tend to give more trouble, unless the friendship made it through the years into middle-age.? But few made it that far with my generation of people.? Lol.

But Bee, dear Bee....The biggest virtue Bee has is the compassion towards people, for which I'm of the direct opposite.? And here's another big irony = Bee has even lesser friends than I do with that shy character + the introvert that Bee is.

Me, I'm much more extrovert and I can make a country of friends if I want to.

With my current office of recept + sales team of girls, we're?quite arh-gah-liao now, in the span of nearly 2 months.? Even the cleaning auntie is my good friend.

But I'm a human relationship quitter still.? Oh, another irony of Life.? But Life is full of ironies if we?observe carefully.

Bee tends to give way + give in to people, even more so with me.? This amplifies my flaws + (sometimes) guilt towards Bee + how I treat others.? So from it, I learnt many from Bee too.

I'm trying to increase my tolerance towards people by the millimeter daily, and lower my intolerance by half-millimeter daily too.

Now, this is advancement, no?

YES IT IS, AND THOU SHALT AGREE WITH ME.

Hahahahahahahahahahahaha......Happy Anniversary, my dearie Bee.? I hope we are blessed with anniversaries till the end of our time.

NEW YORK (AP) ? Nobody was expecting this round of corporate earnings reports to be great. But companies' underwhelming results are still rattling investors.

The Dow Jones industrial average plunged Tuesday to its lowest level in nearly seven weeks. Big-name companies reported weak quarterly revenue and lowered their forecasts for the rest of the year.

The Dow sank as much as 262 points, or roughly 2 percent, before ending the day down 243.36 points to 13,102.53. The decline was the Dow's third-steepest this year.

Other indexes also fell sharply. The Standard & Poor's 500 index shed 20.71 points to 1,413.11, and the Nasdaq composite index lost 26.50 points to 2,990.46. The Nasdaq hadn't closed below 3,000 since Aug. 6.

On the New York Stock Exchange, for every stock that rose, roughly three fell.

Companies of all stripes signaled that the economy is far from healed, and that demand is weaker than a year ago. Revenue fell compared with a year ago at DuPont, 3M, UPS and Xerox.

Because of their global footprints and variety of products and services, those companies augur how the world economy is performing.

Chemical maker DuPont said it will have to cut jobs and other expenses to make up for weak demand. 3M, which makes all manner of products including Scotch tape and coatings for LCD screens, cut its profit prediction for the year.

UPS, the world's largest package-delivery company, warned that the pace of global growth remains uneven. And Xerox said the "challenging economy" is causing "cost pressures for large enterprises and governments."

The rest of the year isn't looking great, either. Through Tuesday afternoon, 29 companies in the S&P 500 had updated predictions for fourth-quarter results, according to researchers at S&P Capital IQ. Of those, 23 lowered their forecasts, and six kept them roughly the same. None said they were expecting things to be better than they already predicted.

And of 123 companies in the S&P 500 that had reported earnings as of Monday, only 38 percent beat expectations on revenue, according to John Butters, senior earnings analyst at FactSet, a provider of financial data.

That's far below the average of the past four years, when the final percentage of companies that beat revenue estimates has been around 56 percent. It's also the lowest proportion since the first quarter of 2009, when the stock market hit its lowest point of the Great Recession.

Companies have done better on earnings: 67 percent have beat expectations so far, Butters said. But investors at the moment are more interested in revenue.

Tim Courtney, chief investment officer at Exencial Wealth Advisors in Oklahoma City, didn't think it was just the soft results driving the market's plunge Tuesday. Many analysts were already expecting lower earnings growth and revenue before companies started reporting results, so the weak results aren't a huge surprise.

The earnings, Courtney said, are just a symptom of a bigger problem ? a sputtering economy.

"They're using (earnings) as an excuse, but it's the broader issues that are driving it," Courtney said. "What's going to happen with the election, what's going to happen with the fiscal cliff? Europe is already in recession ? are we going to go, too? That fear is driving a lot of the selling right now."

The so-called fiscal cliff is a combination of tax increases and government spending cuts that will take effect Jan. 1, and that could send the U.S. back into recession, unless Congress intervenes.

DuPont, Xerox and 3M were among the worst-performing stocks in the S&P 500 on Tuesday. DuPont slid $4.51 to $45.25. Xerox lost 36 cents to $6.67. 3M slipped $3.80 to $88.73. The exception was UPS, which rose $2.17 to $73.73.

Some of the disappointing revenue is because of weakness in foreign markets. Multinational companies are having a hard time selling to Europe, which has been hobbled by recession, and emerging markets like China and India, where growth is slowing. Businesses that had relied on growth there to offset weak U.S. consumer demand are being forced to come up with new strategies.

"The recession in Europe is very real," said Bernard Schoenfeld, senior investment strategist for Bank of New York Mellon Wealth Management in New York. "It's not going to disappear very quickly, and it will certainly negatively affect earnings of exporters in the United States."

Companies are also blaming some of the revenue declines on the stronger dollar. As the dollar gains value, as it has over the past year, the money that multinational companies make overseas translates into fewer dollars back at headquarters.

"They're feeling the pain of the stronger dollar," said Kathy Lien, managing director at BK Asset Management in New York. "Companies try to hedge, but they don't always hedge perfectly."

This earnings season alone, Google, Philip Morris, IBM and Coca-Cola Bottling Co. have complained that the stronger dollar has hurt revenue, Lien noted.

The price of crude oil fell to a three-month low, another sign that investors expect a weak economy. The yield on the benchmark 10-year U.S. Treasury note sank to 1.76 percent late in the day, from 1.82 percent Monday, as nervous investors sold stocks and shifted money into low-risk U.S. government bonds.

Among other stocks making moves Tuesday:

? Luxury handbag maker Coach was a bright spot, reporting higher revenue for the latest quarter. It jumped $3.98 to $58.15, one of the best performers in the whole market.

? Apple fell $20.67 to $613.36, more than 3 percent, after it released a smaller version of its iPad. It is meant to help Apple compete with Amazon's Kindle Fire and Google's Nexus 7, but Apple priced its tablet higher than the others, which could crimp sales.

Online Initiative Launches to Aid Low-Income Students

A new initiative in online learning intending to help low-income adults achieve an associate?s degree is set to launch in Colorado and then California before expanding to selected cities nationwide.?

MyCollege Foundation is partnering with Mount St. Mary?s College in Los Angeles in this program that aims to give students who are strong on grit and drive the chance to gain the skills and confidence to earn a two-year degree, without taking on extensive debt before advancing toward a bachelor?s degree.

Partly funded by a?$3 million grant?by the Bill & Melinda Gates Foundation, Portmont College at Mount St. Mary?s plans to offer four fields of study: business administration, computer science, liberal arts, and pre-health science. The concept is the brainchild of Portmount President?Srikant Vasan, developed in part while he served as entrepreneur-in-residence at the Gates Foundation.?

The Portmont program starts with face-to-face instruction with professors during kick-off orientation, followed by online coursework. It will also have support services to ensure that students graduate. ?

Students can transfer their credits to four-year institutions to complete a bachelor?s. Portmont will launch in Denver, followed by San Francisco. Classes in Denver start on March 4.

While the $5,240 per year price tag is higher than the average ($2,200) for Colorado community colleges, the cost of attending Portmont is significantly lower than studying at Mount St. Mary?s, an independent, Catholic liberal-arts women?s college. Tuition and fees there exceed $31,000 per year.

National figures show that student-loan debt has reached historic highs. About one in five households has debt tied to obtaining a degree. Compared with other demographic groups, a smaller percentage?(31 percent)?of Hispanics borrowed money to pay for school; the figures are 37 percent for whites and 35 percent for African-Americans, a national survey on?How America Pays for College?by the Sallie Mae Fund.

Still, the amount of money that students have borrowed to pay for college has ballooned. A?new report?indicates that 2011 college graduates had an average of $26,600 in student loans, about 5 percent higher than students who completed a degree program the previous year. Only six years ago, students were graduating with approximately?$19,600?in student loans.

Here are specifics, excerpted from a Gates Foundation e-mail:

  • All-in costs of $5,240 per student per year to ensure that students graduate with low to no debt.

  • Personal support network of success coaches, faculty, and peers so that each student benefits from tailored, proactive interventions using student-specific academic and behavioral data.
  • Technology platform offering visibility into key progress measures to students, faculty, and employers ? includes holistic performance monitoring, historical reporting, and predictive analytics ? enabling proactive, tailored interventions.

Scientists link deep wells to deadly Spain quake

MADRID (AP) ? Farmers drilling ever deeper wells over decades to water their crops likely contributed to a deadly earthquake in southern Spain last year, a new study suggests. The findings may add to concerns about the effects of new energy extraction and waste disposal technologies.

Nine people died and nearly 300 were injured when an unusually shallow magnitude-5.1 quake hit the town of Lorca on May 11, 2011. It was the country's worst quake in more than 50 years, causing millions of euros in damage to a region with an already fragile economy.

Using satellite images, scientists from Canada, Italy and Spain found the quake ruptured a fault running near a basin that had been weakened by 50 years of groundwater extraction in the area.

During this period, the water table dropped by 250 meters (274 yards) as farmers bored ever deeper wells to help produce the fruit, vegetables and meat that are exported from Lorca to the rest of Europe. In other words, the industry that propped up the local economy in southern Spain may have undermined the very ground on which Lorca is built.

The researchers noted that even without the strain caused by water extraction, a quake would likely have occurred at some point.

But the extra stress of pumping vast amounts of water from a nearby aquifer may have been enough to trigger a quake at that particular time and place, said lead researcher Pablo J. Gonzalez of the University of Western Ontario, Canada.

Miguel de las Doblas Lavigne, a geologist with Spain's National Natural Science Museum who has worked on the same theory but was not involved in the study, said the Lorca quake was in the cards.

"This has been going on for years in the Mediterranean areas, all very famous for their agriculture and plastic greenhouses. They are just sucking all the water out of the aquifers, drying them out," he told The Associated Press in a telephone interview. "From Lorca to (the regional capital of) Murcia you can find a very depleted water level."

De las Doblas said it was "no coincidence that all the aftershocks were located on the exact position of maximum depletion."

"The reason is clearly related to the farming, it's like a sponge you drain the water from; the weight of the rocks makes the terrain subside and any small variation near a very active fault like the Alhama de Murcia may be the straw that breaks the camel(asterisk)s back, which is what happened," he said.

He said excess water extraction was common in Spain.

"Everybody digs their own well, they don't care about anything," he said. "I think in Lorca you may find that some 80 percent of wells are illegal."

Lorca town hall environment chief Melchor Morales said the problem dates back to the 1960s when the region opted to step up its agriculture production and when underground water was considered private property. A 1986 law has reduced the amount of well pumping, he said.

Not everyone agreed with the conclusion of the study, which was published online Sunday in Nature Geoscience.

"There have been earthquakes of similar intensity and similar damage caused in the 17th, 18th and 19th centuries when there was no excess water extraction," said Jose Martinez Diez, a professor in geodynamics at Madrid's Complutense University who has also published a paper on the quake.

Still, it isn't the first time that earthquakes have been blamed on human activity, and scientists say the incident points to the need to investigate more closely how such quakes are triggered and how to prevent them.

The biggest man-made quakes are associated with the construction of large dams, which trap massive amounts of water that put heavy pressure on surrounding rock.

The 1967 Koynanagar earthquake in India, which killed more than 150 people, is one such case, said Marco Bohnhoff, a geologist at the German Research Centre for Geosciences in Potsdam who wasn't involved in the Lorca study.

Bohnhoff said smaller man-made quakes can also occur when liquid is pumped into the ground.

A pioneering geothermal power project in the Swiss city of Basel was abandoned in 2009 after it caused a series of earthquakes. Nobody was injured, but the tremors caused by injecting cold water into hot rocks to produce steam resulted in millions of Swiss francs (dollars) damage to buildings.

Earlier this year, a report by the National Research Council in the United States found the controversial practice of hydraulic fracturing to extract natural gas was not a huge source of man-made earthquakes. However, the related practice of shooting large amounts of wastewater from "fracking" or other drilling activities into deep underground storage wells has been linked with some small earthquakes.

In an editorial accompanying the Lorca study, geologist Jean-Philippe Avouac of the California Institute of Technology said it was unclear whether human activity merely induces quakes that would have happened anyway at a later date. He noted that the strength of the quake appeared to have been greater than the stress caused by removing the groundwater.

"The earthquake therefore cannot have been caused entirely by water extraction," wrote Avouac. "Instead, it must have built up over several centuries."

Still, pumping out the water may have affected how the stress was released, and similar processes such as fracking or injecting carbon dioxide into the ground ? an idea that has been suggested to reduce the greenhouse effect ? could theoretically do the same, he said.

Once the process is fully understood, "we might dream of one day being able to tame natural faults with geo-engineering," Avouac said.

Bollywood movie mogul Yash Chopra dies at 80

MUMBAI, India (AP) ? Bollywood movie mogul Yash Chopra, whose classic love tales made him the Indian film industry's "King of Romance," has died after contracting dengue fever. He was 80.

Chopra's earliest major hits included the 1975 action film "Deewar" ("Wall") and the romance "Kabhi Kabhie ? Love is Life" in 1976, both of which helped establish Amitabh Bachchan as Bollywood's biggest star. The popular 1989 film "Chandni" ("Moonlight") had Chopra's signature touches: romance, music and a European setting.

Bollywood celebrities, directors and hundreds of fans gathered at Chopra's house in south Mumbai to pay their condolences before the funeral to be held later Monday.

Bachchan posted a remembrance to his "friend first, a creative legend later" on his blog early Monday and recalled his 44-year association with Chopra.

"...all that shall remain will be that which he gave life to ? his creativity, his emotion, his poetry on film and above all his humanity," the entry said.

He also directed "Dil To Pagal Hai" (The Heart Is Mad), "Lamhe" ("Moments") and "Veer-Zaara," which won the popular award at the International Indian Film Academy and the Golden Lotus award at India's National Film Awards. His final film, "Jab Tak Hai Jaan" ("As Long As I Am Alive"), is scheduled for release across India next month.

Chopra died Sunday in Mumbai's Lilavati Hospital. In addition to dengue, he suffered kidney ailments, according to Dr. Prakash Jiyavani.

"He passed away due to dengue and multiple organ failure," the Press Trust of India quoted a hospital spokesman, Sudhir, as saying. The spokesman uses only one name.

Chopra started his film career in the 1950s under the tutelage of his elder brother, late filmmaker B.R. Chopra. He founded his own studio Yash Raj Films and launched it with "Daag: A Poem of Love" in 1973, which won him one of his four Filmfare Awards for best director.

Chopra's films of the 1980s were shot in what were exotic locales for millions of Indians who had few opportunities to travel abroad. Chopra had the main protagonists of his films traipsing through tulip fields in the Netherlands or singing and dancing near Switzerland's idyllic lakes.

A popular legend among film-goers in India was that Chopra had shot so often in Switzerland that one of the lakes had been renamed Chopra lake.

He is survived by his wife and two sons. Elder son Aditya Chopra is a successful film director, and Uday Chopra runs the international branch of the family's production house.

Now, almost two years after the Volt launched, charging data by a charging infrastructure company suggests that Volt owners have exactly the opposite problem: gas anxiety.

In short, Volt owners do everything they can to avoid using their car?s built-in gasoline-powered range extending engine.

And that means plugging in more often than all-electric cars, like the?2012 Nissan Leaf.

The data comes from electric car charging provider Ecotality, which has been tracking the charging habits of around 6,000 plug-in car drivers in the U.S. as part of a $230 million research project part funded by the U.S. Department of Energy.?

Known as the EVproject, Ecotality offered plug-in drivers a free home charging station, as well as access to its nationwide public charging network, in exchange for collecting anonymous data on charging patterns.?

The EVproject was set up to see the viability and demand of electric?vehicle?charging, but its findings so far confirm what many electric car advocates predicted would happen.?

First, the EVProject?s data shows that those with electric cars like the 2012 Nissan Leaf tend to charge at home most of the time, with a single nightly charge providing more than enough range for daily driving duties.?

?If you have a home charging station, you don?t really need to rely too much on commercial infrastructure,? Colin read, Ecotality?s vice president for corporate development?told The New York Times.?

?Home charging meets a lot of our needs,? he continued, pointing out that 89 percent of all?Nissan Leaf?charging takes place at home.?

Second, plug-in hybrids, like the?2013 Chevrolet Volt, tend to spend more time charging their cars than their all-electric counterparts.

Moreover, those with Chevrolet Volts are 11 percent more likely to charge away from home than Leaf owners.?

With gas prices reaching unexpectedly high levels in parts of the U.S., it is logical to expect plug-inhybrid?owners to prefer using electricity over gasoline wherever possible.?

Although the?data corroborates what GM, and Volt?owners--already knew about the Volt--that it was primarily an electric car--Read, and Ecotality, were surprised by the data.?

?We never anticipated that a 40-mile[sic]-electric-range plug-in hybrid would charge more than a 100 percent electric car,? he said. ?You have that gas engine that you?re paying an extra premium for a reason.?

Palestinian push for U.N. upgrade likely to succeed: Jeremic

UNITED NATIONS (Reuters) - The push by the Palestinians for upgraded status at the United Nations is likely to succeed, the president of the U.N. General Assembly said on Friday, while warning the United States against cutting U.N. funding over the issue.

In his first major interview since winning a divisive campaign for the largely ceremonial U.N. post in June, former Serbian Foreign Minister Vuk Jeremic also said he was seeking to improve coordination between the world body and the Group of 20 bloc of key developed and developing nations.

Having failed last year to secure full U.N. membership due to U.S. opposition, Palestinian President Mahmoud Abbas said last month he would ask the 193-nation General Assembly to approve a less-ambitious promotion of the Palestinian Authority's observer status to "non-member state," like the Vatican. It is currently considered an "entity.

Jeremic said Abbas is consulting with U.N. member states and is expected to call for a meeting on the Palestinian issue as early as next month, after the November 6 U.S. presidential election.

"Most people expect that it is going to be the second half of November," the 37-year-old former Serbian foreign minister told Reuters.

"If they decide to go for it after these consultations, which is what President Abbas announced in his speech in September, most people expect that this is going to pass," Jeremic added.

The United States and Israel have warned the Palestinians against seeking a status upgrade, saying it would be a setback for the peace process and suggesting that it could have financial implications for the Palestinian Authority.

Some U.N diplomats say that the Palestinians have not made a final decision to go for the upgrade and are under intense pressure from Washington and European nations to call it off.\

U.N. diplomats and officials say they are also worried about a possible reduction of U.N. funding from the United States, which supplies 22 percent of the regular U.N. budget.

Jeremic said he does not want to lecture the United States, but voiced concern about a possible American suspension of U.N. funding due to the Palestinian issue. Such a suspension, he said, would have "dire financial implications" for the United Nations.

"I don't think this would be in the interests of the United States to cut the financial aid, but I am not in a position to say to the United States what is it they should do," he said. "They know what is best for them, and that's what they are going to do."

NEXT U.N. SECRETARY-GENERAL?

The U.S. Congress froze some $200 million in financial aid to the Palestinians after they took their statehood campaign to the United Nations last year. Western officials say further aid reductions by the United States are likely, along with a possible freezing of U.N. funding.

The United States cut funding to the U.N. education and science agency, UNESCO, last year after it admitted the Palestinians as a full member.

A 1990s U.S. law prohibits American funding to U.N. organizations that grant full membership to any group that does not have "internationally recognized attributes" of statehood.

The Palestinians are not seeking U.N. membership. But an upgrade of their observer status could nevertheless be uncomfortable for Israel.

Being registered as a state rather than an entity would mean the Palestinians could join bodies such as the International Criminal Court and file complaints against Israel for its continued occupation.

The Palestinians need a simple majority in the General Assembly for the status upgrade, and predict that between 150 and 170 nations out of the 193 U.N. member states will vote in favor.

Handling the Palestinian debate will likely be the first major U.N. test for Jeremic, the youngest General Assembly president in the history of the United Nations. But he also intends to dedicate much of his time to finding a way to improve cooperation between the G20 and the United Nations.

Jeremic said this could make the assembly more relevant and give some legitimacy to the G20, an informal group that smaller countries often criticize for its lack of transparency.

He said his plan was to "create a consultation mechanism between the G20 and the rest of the world." Jeremic will discuss it with Russia, which chairs the G20 next year, and plans to hold a high-level meeting on U.N.-G20 cooperation in early 2013.

Previous attempts to boost ties between the G20 and United Nations have failed. Jeremic's predecessor in 2008-2009, Miguel D'Escoto Brockmann of Nicaragua, made an attempt to do the same but made little headway. D'Escoto, a left-wing former foreign minister, was a fierce critic of the United States, Israel and the G20, and envoys said that alienated some delegations.

Jeremic made clear he would take a different approach and would be seeking consensus. "This must not be an antagonistic exercise," he said. "This is not about bashing."

A number of U.N. diplomats have mentioned Jeremic as a potential candidate to succeed Secretary-General Ban Ki-moon when his term ends in December 2016. The next U.N. chief is expected to come from Eastern Europe in keeping with a tradition of rotation among the six regional groups of the United Nations.

Jeremic, who became a familiar face in New York at regular U.N. meetings on Serbia's former province of Kosovo, declined to comment on his future plans apart from returning to Serbia, where he remains a member of parliament. But he did not rule out the idea of running for the top U.N. post.
